As Europe navigates the transition to a more digital, green, and resilient economy, the role of Vocational Education and Training (VET) systems has become increasingly central. The second Policy Recommendation developed under the LCAMP project provides strategic guidance on how Learning Factories can contribute to this transformation, ensuring VET remains relevant, future-oriented, and responsive to labour market needs.
Why Learning Factories Matter
This policy brief is grounded in research conducted under the LCAMP framework, focusing on the setup, implementation, applications, and international collaboration in Learning Factories within the VET context. These insights inform the development of high-impact recommendations for policymakers, particularly at the EU level, and are also adaptable for national, regional, and local implementation.
The recommendations are based on three key assumptions:
- A skilled workforce is essential for employability, economic growth, and innovation.
- Technologically advanced labs and training facilities are crucial for preparing VET learners to operate in real-world, digitalised environments.
- Active and hands-on learning approaches are fundamental for the development of both practical and theoretical competencies, including job-specific, transversal, and digital skills.
What the Policy Brief Covers
The document explores the concept of Learning Factories and highlights their increasing relevance in vocational education and training. Special attention is given to Collaborative Learning Factories, which promote cross-border cooperation and knowledge sharing.
Key elements of the brief include:
- A clear definition of Learning Factories, with practical examples
- The rationale for integrating Learning Factories into VET curricula
- Five key findings that emerged from the research
- Six policy recommendations, drawn from the findings, aimed at strengthening the role of Learning Factories in VET systems
- A concise summary of all recommendations
- Background information on the LCAMP project and its objectives
- References and further reading
Targeting EQF Levels 3 to 6
The recommendations focus on VET programmes aligned with European Qualifications Framework (EQF) levels 3 to 6, ensuring their relevance across a broad range of learners and training pathways. They are intended to support policy development that aligns educational offerings with the evolving demands of the labour market, particularly in the context of digitalisation and innovation.
